Personal Finance (Not Investing) • SSD Monthly Earnings Limit Issues

A friend is on SSD and is able to earn up to 1550 per month.

Has W-2 job at Walmart and normally works around 22 hours a week. However, Walmart salary is paid bi weekly so for about 2 months each year he receives 3 checks in a month. This went on a couple years, and now SS has advised him that he forfeits his entire SS benefit for those months and is reducing current checks by $200 a month to recapture the benefits for those months.

Walmart has thousands of employees on SSD. Should they be assisting on limiting the hours each month so that the employee does not go over the limit? $5 over and the entire month is recaptured.

This is much more punitive than the regular SS earnings test, more inflexible (monthly vs annual limitation), loss of entire benefit for a month v. loss of $1 of SS for every $2 over, and I assume no benefit increase at FRA for the months forfeited?
