Personal Investments • Replace VTEB with what?

I have funds set aside for a house down payment—when we will use that is really uncertain as we live in a VHCOL market and housing prices are extraordinary. Maybe this year, maybe five years from now, maybe never in this area—it will depend on interest rates and the real estate market. If that sounds uncertain, it is. Renting right now saves us money, but adds instability. It may have been better to just invest the money, but I’m keeping it earmarked as a down payment for now.

Most of it is in money market funds, but part of it is in VTEB. So I’m sitting on about $20,000 of VTEB in a taxable account that has declined $2000 (I’ve had it for about 3 1/2 years), and I’m considering selling VTEB tomorrow and replacing it with something else to avoid a wash sale. It’s not a lot of money, but I would like for it to offset some other gains. I’m in the 24% tax bracket. What ETF do you recommend?
