Personal Finance (Not Investing) • Niche insurance issue: coverage for pedestrian/cyclist when traveling abroad (in manner similar to UM/UIM add-on)

An upcoming trip on which I may be doing a lot of cycling got me thinking about this. If it matters, the countries in question are Belgium and France.

Specifically, say someone were struck by a motor vehicle and one were not at fault (as in, not doing something proscribed such as jay-walking). In the U.S., even in the worst case scenario of a hit-and-run, one can purchase UM/UIM coverage on one's auto insurance and additionally supplement that with umbrella insurance. This is our current insurance: full UM/UIM on auto and another $2M toward UM/UIM on umbrella.

What about when traveling abroad? I know certain countries have strict liability laws, but it's still a separate issue of whether one can easily collect damages (assuming the at-fault party can pay). Furthermore, I would presume the UM/UIM coverage for policy holder as pedestrian/ cyclist doesn't carry through when traveling abroad, though I would be happy to be corrected on this matter.

Most actionably, are there insurance products that one could buy, one that would cover more than the healthcare needs but would also provide the type of coverage that my auto and umbrella insurance otherwise would provide me Stateside?

For what it's worth, I've looked into TripInsuranceStore.com, and I didn't immediately find anything that would be applicable (other than medical coverage abroad).
