Personal Consumer Issues • Power Outage and Food Spoilage?

Not long ago, there was a power outage. It was out at first for approximately 7 hours or so. Then it came back for 1 hour at the most. Then it was out for about 27 hours. I had purchased a few things at the supermarket and put it in my freezer and fridge a few days earlier but my freezer was like 10% full at the most. I had 2 packaged frozen broccoli, package of chicken breasts and a big frozen 2 pound bag of frozen berries. Imagine strawberries or blackberries and similar. I also had some lunch meat put at the bottom of the fridge which was ham.

When the power outage occurred, I had forgot I had ham lunch meat in the fridge. It was never opened. For some reason, I forgot my freezer wasn't even half full as it is maybe 10% full at the most. Previously, I would have my freezer packed almost 90% full and rarely would it be less than 50% full. It wasn't until the power outage was over and I noticed I had several of these foods in the freezer and in the fridge. I had thrown out a lot of food in the fridge before during power outages. I heard it is 48 hours where food is still safe in the freezer if it's full or 24 hours if it's half full. Is that true? So if power goes out for 7 hours and comes back for 1 hour and then goes out for 27 hours or so, would food be safe in the freezer if it was half full?

In my situation, since the freezer was only 10% full, does that mean I have to toss everything out? I have chicken breasts not opened, 2 packaged frozen broccoli and a big 2 pound bag of frozen strawberry and blackberry etc. I have just left everything in the freezer and fridge and did not even smell the chicken or anything since the power outage and power came back. Now the lunch meat of ham that is unopened in the fridge has to be thrown out 100% right? The chicken should just be tossed out as well and forget about smelling it right? The thing is I should have opened the chicken breast package and frozen broccoli when the power came back right? I didn't do that. Now it's back to it's frozen state but if it is bad, you could smell it? I remember when I checked out the frozen broccoli during the power outage, the broccoli was definitely not frozen and wet and moist from looking at it. But are frozen berries still good? Want to know what I could keep and what I should throw out. I assume throw out the lunch meat in fridge and chicken breast and the frozen broccoli and keep the frozen berries? I got to assume if you leave frozen berries out in the open for 27 hours, that is still fine though right?
