Personal Finance (Not Investing) • Bay area programmer - possible job switch & location switch

DD is facing one definite and two possible life changes.

She's two years out of college and has been programming for a (very) big tech in the Bay Area (down the peninsula) for 2 years. She and boyfriend (also a programmer 2 years out of college, for a different big tech) are getting married next month.

After the wedding, she/they want:

1) To move to San Francisco (maybe Mission or Noe Valley). They're young and they want to experience the hipper, more urban lifestyle, at least for a while. They share one car now and plan to continue that - they'd relocate close to a bus stop for his job (also peninsula, but a bit further North).

2) To maybe switch jobs (within programming), for ~3 reasons:
a) Doesn't love the role/sub-specialty she's in - basically systems "plumbing" - I think she'd prefer something a little more front-end, and no/less on-call.
b) In/close to S.F. instead of south peninsula, to go with the new move. She does like in-office at least ~3+ days/week (likes the interaction, etc.)
c) Maybe for a little more pay and faster promotions.

The move seems reasonable (though I like the south peninsula area they're in, but it's their life). I don't think they're ready to buy for a couple years at least, and with two tech salaries they can afford any reasonable rent.

The job thing scares me a little, because IIUC the tech job market is a bit soft right now, and she's well liked at her very established, safe company, and while her pay is not top-of-market, it's not bad at all.

From folks out there, what's the job market for a relatively young programmer feel like these days? How does one even go about feeling out the job market - headhunters? personal contacts/friends? blind application to the job portals?
