Personal Finance (Not Investing) • Studying 3 months in England : advice on money and phone

Our daughter has been accepted to a 'study-abroad' program and will spend 3 months in England (we are based out of CA, USA). If anyone else has gone through this, was looking for advice on:

1. How to provide her spending money? - she uses a secured credit card here with $500 limit. Her bank recently declined an increase in the limit saying her credit history was'nt long enough. Not sure if she'll qualify for any of the no-foreign-transaction-fee cards I see (I dont mind the annual fee, its her lack of any credit history as a student that makes qualifying for the card iffy). Any advice on what to do here? I explored options to get a second card to the Chase Sapphire etc I use, but those 2nd cards seem to be only for spouses, not kids.

2. Phone - she wants to be able to use her phone number (text messaging with friends) - is getting some international roaming plan with her current carrier (Verizon) the only option here? (when we travel we use Airalo which is good enough for data-only, or buy a local pre-paid sim which gives us a local #)

The tuition, board and food-plan we pay directly to the university so we are covered there. We are buying medical insurance from the university for the duration of this trip. Other than these is there anything else we should be preparing for?
