Investing - Theory, News & General • Best bond fund in taxable for North Carolina resident?

Hi all, I'm trying to help out a friend who is in the top tax bracket, lives in North Carolina, and has maxed out his bonds in his retirement accounts and was curious what good Bogleheadish bond fund for a taxable account are? Vanguard had some national muni bond funds (like VWITX but there are sevaral and it is hard for me to see much difference)? Nuveen has an NC specific muni bond fund, and of course, there are funds like BND that don't have the tax advantages of muni bonds, but obviously are well loved. The goal is to have a good investment that is somewhat uncorrelated to equities, not to to generate a source of income to spend (the time horizon is 15+ years before anything would be withdrawn) and not to reach for excessive yield . Is there an obvious top choice or two (or an obvious bad choice to avoid)?
