Personal Consumer Issues • Chest Freezer and Battery Power Station Recommendations

I'm thinking about getting a chest freezer and keeping it in my crawl space. The plan is to store mostly water jugs in it and when we loose power for an extended period of time, transfer the jugs to the fridge (or my cooler) so food doesn't spoil.

A couple questions about the freezer are:
1) What size would you recommend? I might want to freeze 8-12, one gallon water jugs.
2) Can they just plug into a standard 15amp outlet? Is it ok if I run an extension cord with them - I only have one outlet in my crawl space in the middle of the area on the ceiling.
3) What sort of power consumption do they typically use if it runs years round -- I'll just need it set to about 32 degrees?

I'd also like to get a battery power station that could run the freezer enough to freeze water. Not sure how long that would take in a chest freezer. If we lose power for a very longer time, I could recharge the battery pack at my neighbors who has a generator. Any recommendations for a battery power station?

I'm not looking to spend a lot (maybe $500-$700 total) as we don't lose power that often and battery power stations prices keep falling like a rock. But am thinking this could be worthwhile if / when it is needed.
