Personal Finance (Not Investing) • Non-resident citizen banking accounts help

Hoping to get some help from the forum here - I have a friend who is a US citizen residing outside the US for quite a few years now and has no financial linkage/activity in the US, but wants to open a US bank or investment account. For years now, the US government has made that more difficult via acts like FATCA (Foreign Accounts Tax Compliance Act) and has driven the majority of banks and investment companies to avoid dealing with non-resident US citizens.

Does anyone know of any specific institutions that still allow banking and/or investment accounts in this situation?
