Personal Investments • Any safer investments taxed as capital gains?

Are there any investments that are considered relatively safe (more like bonds or treasuries than equities) but don't throw off dividends and have growth that is treated as capital gains for tax purposes?

I'm toying with the idea of saving money to go back to school, and if I were to live off my savings for a few years, the 0% tax on long-term capital gains in the lowest income bracket is mighty favorable.

Dealing with the taxes on dividend or interest income and muni bonds are also options, of course. I was just curious if there's any safe investment that's taxed as capital gains.
