Personal Investments • Seeking Second Set of Eyes on My Portfolio

Hi, newbie to the forum here, hoping to get your thoughts on my portfolio and any advice (besides make more and save more, both of which are not really possible right now due to life circumstances but the importance of which I understand).
My risk tolerance has gone way down in the past couple years and even though I’m still 6-10 years away from any kind of retirement, my biggest concern right now is preserving my nest egg as best I can.

Emergency funds: 4 months

Debt: $225k mortgage @ 2.87%; $21k car loan @ 5.45%; $14k 403(b) loan for hvac @ 5.85%

Tax Filing Status: Head of Household

Tax Rate: 24% Federal, 0% State

State of Residence: NV

Age: 54

Desired Asset allocation: 60% stocks / 40% bonds (or 20/20 bonds/cash???)
Desired International allocation: 10% of stocks

Approximate size of total invested portfolio: $800k

Current portfolio (approx. 86%/14% equities/bonds+cash):

403b
12% Mutual of America Equity Index Fund (.14%)
1% Vanguard VIF Total Bond Mkt Idx (???)
3% Mutual of America Interest Accumulation Account (Cash?)
Company match: 5%

Traditional IRA at Vanguard
66% Vanguard S&P 500 ETF (VOO; .03%)
8% Vanguard FTSE Developed Markets Index Fund (VEA; .06%)
10% Vanguard Total Bond Market Index Fund ETF (BND; .03%)

New Contributions:
$550/monthly 403b (+$550 employer matching contribution)

Questions:

1. Is moving to a 60/40 allocation (same funds) a good idea considering: (i) my age, (ii) anticipated market volatility over the next 2-4 years, (iii) even though my portfolio could definitely use a lot more growth and (iv) even though I plan to work as long as possible, so possibly past 65?

2. To further minimize market risk, I am considering putting 20%-25% into a cd ladder instead of the entire 40% in bond funds. Thoughts on this?

3. Any thoughts on the funds I am invested in? Should I just go with Target Date funds for simplicity, despite slightly higher expense?
