Personal Investments • Is this a wash sale?

I bought VXUS on December 2nd (and also have other lots before this date). I would like to sell the tax lots that are down and then plan on buying VTI with the proceeds.

Is it a wash sale if I sell the December 2nd lot for a loss?
What if I leave that lot and sell previous lots for a loss?
