Personal Finance (Not Investing) • elderly parent received snail mail RE: economic impact payment scam?

My parent, who lives several states away (so I can't see this in person) received a letter in the mail stating she has not used a debit card that was sent to her 3(?) years ago which was a covid-era stimulus payment. The letter provides an 800 number to call.

My spouse and I received our stimulus payments via paper checks, which makes me immediately raise my eyebrows. There is a URL contained within the letter: eipcard.com

Doesn't sound like the letter came from the IRS, but a private company.

Legit or scam?
