Hi, my wife and I both of previous traditional IRAs through VG.
My wife left her job at the state (Pennsylvania) to take a private sector job. It was a weird and long process but we were finally able to get the money to rollover to her current account. I went into her account to do a quarterly audit and saw the money was in a "settlement fund".
I have no idea what this is or what it means. Is this just "cash" sitting in her account? Can we move it to a bank account and use for real estate investing? Or will we be hit with penalties for moving it out of the account?
