Personal Finance (Not Investing) • Wills, TODs, and promissory notes

We have incurred high costs so that my mother lives near us. At the request/demand of my sister, we kept her home to rent instead of selling it to cover her living expenses. We have documented these costs with a promissory note. Mom would like to distribute her modest estate evenly among the 3 siblings. We have a question about how to handle this. She has listed us 3 siblings as beneficiaries on her financial acocunts, which I understand complicates the promissory note being paid first. If she lists me as the sole beneficiary on the TOD for her home, then the debts will be paid first before proceeds are distributed. Is that correct?
