Personal Investments • Buy and hold Munis?

Hello all.
Does one buy and hold munis or does one sell if one drops to a lower tax bracket such that the Tax Effective Yield of the muni becomes lower than a regular bond?
Or, if a person has bought a Muni fund and its yield drops such that the TEY becomes lower than a regular bond, is it a hold or sell?
